Lowell Steward

Stephen A. Matthews is a Senior Operations Administrator with years of grants and contracts administration, staff and organizational development, training, budgeting, accounting and finance, program design, planning and implementation. He has in depth experience and knowledge in for-profit and non-profit management and administration including economic development initiatives, program design and development coupled with contract compliance in culturally relevant community diversified programs. He has worked and interacted effectively with all levels of staff including senior management and board of directors and has had significant experience in Board and Staff Training in corporate, government and non-profit organizations

He earned a Bachelor of Science degree in Human Services and a Master of Science degree in Community Economic Development from the Graduate School of Business New Hampshire University. He completed additional studies at the District of Columbia Department of Human Services Advanced Training in Procurement Methods, Practices and Contracting Laws, the Institute of Politics and Government ‑ Arkansas, the Office of Personnel Management ‑ Texas, and the Arkansas Training and Leadership Development Institute. He has lectured at several institutions including Catholic University of America ‑ “Budgeting Techniques for Non‑profits”, University of the District of Columbia ‑ “Land Use and Community Economic Development” and Neighborhoods USA ‑ “Strategies for Community Economic Development”.
